6/10

A definitive 6/10 rating for a film that redefined the boundaries of cult cinema. Gosudarstvennyy chinovnik remains a cornerstone of transgressive art.
If you have a weird fascination with the history of Soviet bureaucracy, you will probably find Gosudarstvennyy chinovnik oddly charming. Everyone else? You’ll likely be checking your watch within the first twenty minutes. This isn't exactly high-octane drama, and it certainly doesn't try to be.
It feels like a relic from a time when movies were expected to be a little more… instruction-manual-like. There are moments where the dialogue just drags on, focusing on the most mundane administrative hurdles imaginable. It’s almost impressive how much screen time is dedicated to looking at stamps and signatures.
There is a specific kind of cold, gray atmosphere here that feels very intentional. The lighting is harsh, and the faces of the cast look like they’ve seen too many memos in their lives. Maksim Shtraukh is doing a lot of heavy lifting with just his eyebrows alone. Every time he looks at a document, he manages to convey an entire lifetime of repressed frustration.
I caught myself staring at the background extras in one scene. Half of them are standing so still they look like mannequins that were just brought out of storage for the day. It gives the whole production an oddly vacant feeling, like the world exists only within the four walls of the office.
It reminds me a bit of the suffocating stillness found in Het proces Begeer, though with far less room for interpretation. It’s just people being tired of their jobs. And honestly, who can't relate to that? 🏢
There’s a scene about halfway through where a simple request is denied, and the camera just stays on the protagonist’s face for what feels like an eternity. It’s uncomfortable. It’s almost funny. You can feel the movie begging you to care about the stamp that wasn't placed correctly.
It’s not a masterpiece, and it’s definitely not for everyone. But if you’re in the mood for something that feels like an old, dusty file cabinet being slowly opened, you might find something here. Or you might just fall asleep. Either way, it’s a mood.
