Lucy Hegan, the proprietor of a settlement house for the poor, is engaged to Hugh Gordon, the head of a large pharmaceutical and chemical firm who, unknown to Lucy, is also the ringleader of a powerful drug and white slave operation in the Chinese quarter. While conducting an investigation into illicit drug traffic for his paper, newspaper reporter Allan Martin meets Lucy and falls in love with her. In the course of her work, Lucy has befriended reformed crook Monk Mullen and his mother, and when Monk learns that she is to marry Gordon, the ex-crook provides Allan with proof of Gordon's underworld drug trafficking. Armed with his information, Allan leads a raid on Gordon's headquarters, and in the ensuing battle, the drug king is killed by his henchman, Ling Choo Fang, thus freeing Lucy to marry her young reporter.

Edith Sturgis, the daughter of a judge, returns from studies abroad to find her widowed father remarried. The new Mrs. Sturgis does not reveal that she has a son Dick, once unjustly jailed by Judge Sturgis, but now working as a reporter while still maintaining an association with the Brownlow gang. Quarrelling with her stepmother, Edith leaves home, meets Dick and falls in love. While Dr. and Mrs. Allen (whom Edith met on the steamer) are visiting in the Sturgis home, the doctor's valuable radium is stolen from the safe, and Judge Sturgis is found murdered. Dick, though with Edith at the time, is accused of the crime. Finally, an old shoemaker confesses that he entered the house to steal the radium, with which to cure his crippled son, and witnessed the judge's slaying by the Brownlow gang. Dick is freed and finds happiness with Edith, and the doctor helps the crippled boy.

Genevieve Connors, a girl of the slums, is taken to wealthy Mrs. Vanderbeck's country home for a week's vacation. Although neighbor Evelyn Carlisle refers to Genevieve as a "gutter brat," her cousin Dick takes an interest in Genevieve after he rescues her when her canoe overturns. He gathers water lilies for her and notes that their fragrance and purity have not been affected by the slime and mud clinging to their roots. Although he arranges for Genevieve to take a stenography course and promises her a position with his older brother Willard later, Mrs. Lawson, Evelyn's aunt, rudely turns her away. Dick, about to leave for the war, accidentally meets Genevieve again. He buys her water lilies, and sees that she is installed as Willard's secretary. Meanwhile, Mrs. Lawson's dissipated son Dwight knocks down a policeman during a gambling raid and, thinking him dead, hides out. After Genevieve receives a note from Dwight asking for clothes and money, Mrs. Lawson suspiciously pursues her, but Dick follows and proves Genevieve's innocence.

A struggling actor desiring a part in her company visits her home town, absorbs local color, and on his return brings a faded rose from the girl's mother, and poses as one of her country neighbors with such success that the girl cancels all engagements and returns home. Then the actor decides to follow her.

When the body of Wall Street broker Norman Temple is found dead in his office, the police arrest contractor James Borden for the crime on the testimony of Temple's secretary that Borden had threatened her employer over an unpaid note. Also under suspicion is Temple's Japanese valet, who quarreled with his employer the day before the murder. Tex, a detective, enters the case, following his own leads which prove the valet innocent. Tex finally deduces that Minkin, one of Temple's clerks, shot his employer when he interrupted the clerk robbing his safe. With Tex's revelation, Minkin's room is searched, the stolen bonds found and Borden is freed.
